CFC Information Access Rules

Access to CFC files and systems comes with responsibilities. These rules apply whenever you are using information or systems made available to you through Community First Coalition.

1. Use CFC Information for CFC Work

I will use CFC files, contacts, research, data, systems, and other internal resources only for authorized CFC work.

I will not use CFC information for personal, commercial, campaign, organizational, or other outside purposes unless that use has been authorized.

2. Do Not Share Internal Information Without Permission

I will not forward, publish, copy, export, distribute, or otherwise provide internal CFC information to people or organizations that are not authorized to receive it.

Being able to access a file does not automatically mean I am authorized to redistribute it.

3. Protect Personal and Sensitive Information

I will only access, download, copy, or use information about members, volunteers, donors, candidates, campaigns, partners, or other people when it is necessary for my work.

I will avoid unnecessary downloads, exports, local copies, or storage outside approved CFC systems.

4. Put Information in the Right Place

The General Shared Drive is for ordinary internal collaboration.

Sensitive information must be stored in the appropriate restricted system or Drive. This includes:

Donor and contribution records
Banking and payment information
Confidential candidate review or vetting
Grievances and conduct matters
Sensitive personal information
Confidential legal or risk-related material
Other information designated as restricted by CFC

5. Protect Your Account

I will use my own account and will not allow another person to use it.

I will keep my login credentials secure and use multi-factor authentication when available.

I will not share accounts or passwords.

6. Do Not Store Passwords in Google Drive

Passwords, recovery codes, API keys, authentication codes, and similar credentials belong in CFC’s approved password manager or another specifically approved secure system.

They should not be placed in ordinary Google Docs, Sheets, folders, or other shared files.

7. Report Problems Quickly

I will promptly tell the Director or Chair if I:

Accidentally share information with the wrong person
Lose access to an account or device
Suspect unauthorized access
Discover sensitive information in the wrong location
Receive information I do not believe I should have access to
Become aware of another meaningful information-security problem

Reporting a mistake quickly helps CFC correct it.

8. Keep One Authoritative Copy

I will use CFC’s established file structure whenever practical.

I will avoid unnecessary duplicate copies and use Google Drive shortcuts when another team needs access to the same authoritative file.

9. Access Is Based on Role and Need

I understand that access to a CFC Drive, folder, system, or file does not create a permanent entitlement to that access.

CFC may add, change, restrict, suspend, or remove access when responsibilities change or access is no longer necessary.

10. When Access Ends

When I no longer need access, I will not retain CFC files, exports, confidential information, or other internal materials outside approved CFC systems.

I have read and understand the CFC Information Access Rules above and agree to follow them while I have access to CFC information and systems.

Candidate & Campaign Confidentiality

Through your work with Community First Coalition, you may receive access to nonpublic information about individual candidates or their campaigns.

CFC may support more than one candidate. Access to information from one candidate or campaign does not give you permission to share that information with another.

This separation is required even when multiple candidates are supported by CFC.

Who May Receive Candidate or Campaign Information

Candidate- or campaign-specific nonpublic information may only be shared with:

CFC members, staff, or volunteers who are authorized to work with that candidate or campaign and need the information for their responsibilities; and
People who are authorized by that specific candidate or campaign to receive the information.

No Cross-Campaign Sharing

You may not share information belonging to one candidate or campaign with another candidate or campaign without express permission from the candidate or campaign the information belongs to.

This rule applies even when:

Both candidates are supported by CFC
You personally work with both campaigns
The information might be useful to another campaign
The campaigns are friendly, cooperative, or politically aligned
Another CFC member asks you for the information

If you are unsure whether information may be shared, do not share it until permission has been confirmed.

This Applies to More Than Files

These rules apply regardless of how the information is communicated or transferred.

You may not disclose, copy, relay, summarize, adapt, discuss, or otherwise use nonpublic candidate or campaign information for the benefit of another candidate, campaign, organization, or person without authorization.

This includes sharing information through:

Google Drive files or folders
Email
Text messages or messaging platforms
Discord or other collaboration tools
Screenshots
Downloads or exports
Verbal conversations
Written summaries or notes
Any other means of communication

Examples of Protected Candidate or Campaign Information

Nonpublic candidate- or campaign-specific information may include:

Campaign strategy and internal planning
Internal communications and discussions
Voter-contact plans
Voter, supporter, or volunteer information
Donor or fundraising information
Budgets and financial information
Polling
Targeting or voter-selection information
Research
Schedules, events, or plans that are not yet public
Draft messaging
Unreleased creative work
Websites or webpages before public release
Mail, literature, signs, advertisements, or other materials before release
Internal assessments, concerns, or discussions about a candidate or campaign
Administrative or system information
Credentials or access information
Any other nonpublic information received through CFC’s relationship with the candidate or campaign

Information That May Be Shared

Information that is already public is not made confidential simply because CFC also possesses it.

CFC may also create templates, training materials, systems, research, tools, or other resources specifically intended to be reusable across campaigns. Those resources may be shared when CFC has designated them for shared use.

If you are unsure whether something is a shared CFC resource or candidate-specific information, ask before sharing it.

Sharing With Other Outside Parties

Candidate- or campaign-specific nonpublic information also may not be shared with unauthorized outside parties, including:

Other political campaigns
Political committees or organizations
Advocacy organizations
Vendors or contractors
Volunteers who are not authorized to receive it
Donors
Members of the media
Friends or family
Other outside individuals or organizations

Information may only be shared with these parties when the candidate, campaign, or CFC has expressly authorized the disclosure as appropriate.

Violations

Unauthorized disclosure, use, or transfer of confidential CFC, candidate, or campaign information is a serious violation of CFC’s access rules.

A violation may result in immediate suspension or revocation of access to the affected Drive, folder, system, or information.

Depending on the circumstances, CFC may also:

Remove access to other CFC Drives, systems, or information
Remove the individual from work involving the affected candidate or campaign
Refer the matter for action under applicable CFC governance, conduct, volunteer, personnel, or disciplinary procedures
Take other appropriate action necessary to protect CFC, the candidate, the campaign, or affected individuals

I understand that candidate- and campaign-specific nonpublic information must remain within the authorized CFC team and the specific candidate or campaign it belongs to. I will not share or use that information with another candidate or campaign without express permission.

I understand that unauthorized sharing or use of this information may result in immediate loss of access and may result in additional action by CFC.

By submitting this form, I confirm that I have read the CFC Information Access Rules and Candidate & Campaign Confidentiality requirements.

I understand that access to CFC systems and information is provided so that I can perform authorized CFC work.

I agree to protect CFC information, respect candidate and campaign confidentiality, follow CFC’s access requirements, and ask before sharing information when I am uncertain whether sharing is permitted.
